asked the Chancellor of the Duchy of Lancaster why trade unions and other bodies in this country issuing journals which are not for sale to the general public may not send copies to individuals in Germany on the same basis as newsagents; and whether he will take steps to remove this anomaly.

There is no anomaly. Publishers are included in the scheme to which my hon. Friend refers, and trade unions and other organisations who publish their own journals may, therefore, send them to the British zone of Germany or the British sector of Berlin in the same way as newsagents or booksellers.
