Among jobs of that priority special treatment may be given to the most urgent, for instance those included in the "Finish the Houses" campaign. Certificates of essentiality are given by local authorities to my regional licensing officers to enable them to give decisions on applications for building licences for the repair of occupied houses and are also used to identify repair work of special urgency which needs a priority for the supply of materials.
