§ Mr. EdeI am anxious that a good candidate shall not be excluded from the probation service merely on the ground that he has been a conscientious objector; but the appointment of probation officers outside the Metropolitan District rests with the justices and the number of conscientious objectors who can be absorbed into the service is limited. It is for this reason that it has been necessary for the Training Board to confine their selections for the present to other candidates than conscientious objectors.
