§ Commander Nobleasked the Secretary of State for the Home Department whether he is aware that arrangements are still being made for the prosecution of private motorists in the London area for parking their motor cars in certain streets, whereas motor cars continue to be parked in other streets with no less obstruction to the traffic but with impunity; and whether he will make clear the precise nature of the instructions which are given to the police in this connection and give consideration to the issue of clear instructions to motorists as to where, when and under what conditions they may or may not park their motor cars in streets in the London area.
§ Mr. EdeIt would not be practicable, within the limits of the available police resources, to take action in every case of indiscriminate parking which occurs in the streets, but police have standing instructions to deal with obstruction of this kind which comes to their notice by summons or caution according to the seriousness of the particular case. As a general rule a motorist should assume that, in the absence of an official sign to the contrary, parking on the highway is prohibited.
