asked the Secretary of State for Foreign Affairs what complaints he has received of abnormal delay in the issue of visas to South American nationals who desire to visit this country with the object of entering into contract for the purchase of British goods; and whether, as a period of two months now elapses between the application and the issue of the visa, the existing procedure can be expedited.

Visas may be granted to South American and other foreign business visitors on application, provided their applications are supported by the Commercial Secretariat attached to the British Embassy or Legation. Only doubtful cases are referred to the Home Office authorities, but the volume of such applications from all parts of the world is very large in the aggregate, and some delay in dealing with them is inevitable.
