129. Mr. Hardy

asked the Minister of Health what financial assistance the Government are prepared to give to the Salford City Council, whose liability will cost £500,000 to replace furniture, bedding, clothing, etc., belonging to tenants of 6,000 houses and for reconditioning the houses, due to the recent flooding in the Broughton area of the city of Salford.

The town council have no power to spend rate moneys on the purposes referred to and no liability therefore rests on them. My right hon. Friend deeply sympathises with the householders who have suffered loss but I am afraid the Government have no powers under which grants-in-aid could be made.
