§ Mr. J. HyndAs I am sure the House agrees, our people in Germany have done and are doing a first rate job. The general standard is high but no higher than is necessary and we shall seek to improve it as opportunity offers. About 46 per cent. of the civilian officers are under 40 and about 36 per cent. are over 45 years of age. To date, the longest engagements are until 1952.
