§ Mr. George HallThe great variety of conditions and laws obtaining in the Colonial territories makes it difficult to treat this matter in a general statement. But the problem is engaging my attention; and, if my hon. Friend has reason to believe that the powers conferred by these ordinances have been harshly or unjustly used in any particular case, I shall be very willing to investigate it if he will furnish me with details.
