89. Mr. Murray

asked the President of the Board of Trade if he is aware of the hardship experienced by youth clubs, affiliated to the National Youth Movement, in obtaining football shirts, pants, hose, boots and gymnastic kit, coupons being required for all these articles; and why a league club down to a street club, affiliated to a county football association, is granted both permits and coupons through the secretary of the English Football Association, so long as they are not affiliated or registered as a youth club.

Mr. Belcher:

Great care has been taken to see that the organisations falling within the scope of the Youth Service are as generously treated as supplies permit; coupon facilities are available to them in respect of plimsolls and shorts either through the local education authority or the Ministry of Education, and they are eligible equally with football clubs for the issue of coupons to obtain football clothing and boots from the English Football Association. The second part of the Question is based on a misunderstanding due to the fact that permits for sports equipment are issued to members of the Youth Service organisations by local education authorities while football clubs obtain them from the English Football Association.
