asked the Minister of Labour what progress the Catering Wages Commission has made in regulating the wages and conditions of employment in the catering industry; what wages boards have been set up; what sections of the catering industry are affected by these boards; when will the various boards' findings be published; and will he make a full statement in connection therewith.

Mr. Ness Edwards:

An account of the progress made by the Catering Wages Commission in their examination of the machinery for the regulation of the remuneration and conditions of employment in the catering industry is given in the Commission's annual reports, to which I would refer my hon. Friend. As a result of recommendations made by the Commission the following wages boards have been established:

  1. Industrial and Staff Canteen Undertakings Wages Board.
  2. Unlicensed Place of Refreshment Wages. Board.
  3. Licensed Residential Establishment and Licensed Restaurant Wages Board.
  4. Licensed Non-Residential Establishment Wages Board.
An Order has also been made for the establishment of a fifth board, the Unlicensed Residential Establishment Wages Board, which is in process of being constituted. These boards cover respectively (I) industrial and staff canteens, (2) cafes and teashops, (3) licensed hotels and restaurants, (4) public houses and registered clubs, and (5) unlicensed hotels and boarding houses. Following the receipt of proposals submitted by the Industrial and Staff Canteen Undertakings Wages Board a Wages Regulation Order fixing the wages to be paid and the holidays to be allowed to workers in industrial and staff canteens was made on 26th November, 1945. Wages boards are under a statutory obligation to publish notices of wages regulation proposals before submitting them to the Minister, but I am not in a position to say in advance when such notices will be published.
