§ 8. Mr. Nuttingasked the Secretary of State for Foreign Affairs whether he is now in a position to say which of the other United Nations are taking action similar to that taken by His Majesty's Government in the United Nations Bill, to ensure by legislation their compliance with any collective action in the field of economic sanctions under Article 41 of the United Nations Charter.
Mr. McNeil:As a result of inquiries made through His Majesty's representatives accredited to States Members of the United Nations, I am able to give the following figures. Twenty-one Governments indicate that they have powers to fulfil their obligations under Article 41 of the United Nations Charter without special legislation and simply by virtue of their ratification of the Charter; one Government has passed special legislation enabling them to fulfil their obligations under that Article; and the remaining eight either do not yet possess the required powers and are considering taking the necessary legislative measures, or are still examining their constitutional position with respect to this Article. I am hoping to obtain information about the position of the other States concerned and will then pass it on to the hon. Member.
