asked the Minister of Transport whether his attention has been drawn by rural district councils to the grave risks run by pedestrians approaching or leaving houses in rural areas which have been occupied before the roads and services are substantially completed; and whether he will take steps, in conjunction with the Minister of Town and Country Planning, to introduce the necessary legislation to forbid the occupation of such houses until the roads are approaching completion.

Mr. Barnes:

I can trace no representations from rural district councils on this matter, and so far as I am aware the difficulties to which the hon. Member refers are not such as to warrant the introduction of legislation on the lines he suggests.
