asked the Minister of Works whether he has considered a letter, dated 25th April, 1946, from Mr. Churchill, Secretary of the Grip Steel Bar Company, Limited, of Manchester; and whether any instructions have yet been issued in reference to the issue of licences for industrial buildings of an essential nature in the Manchester area.

Mr. Tomlinson:

I have considered Mr. Churchill's letter. In the country generally licences are issued for industrial buildings which are sponsored by the Government Departments concerned provided the whole of the labour and materials necessary for the scheme are likely to be available.
