asked the President of the Board of Trade what facilities spinners have for sampling raw cotton before acceptance from the Cotton Control; and what facilities will be provided by the new Purchasing Commission.

Mr. Marquand:

Port conditions due to the war have obliged cotton imports to be stored inland in conditions which do not permit of sampling, but gradually as port storage becomes available for new arrivals, facilities for sampling will be made available up to the full extent of the demand.
