Mr. De la Bère

asked the President of the Board of Trade why coupons are charged for raincoats and aprons made from a plastic material which is sold by the yard coupon free; who profits from the coupons surrendered, as the manufacturer can buy the plastic material coupon free; and whether he will make all garments made from this material free of coupons.

Mr. Warbey

asked the President of the Board of Trade whether he will reduce the number of coupons required for the purchase of plastic raincoats, in view of the fact that the material from which they are made is coupon free.

Mr. Belcher:

It is necessary that garments made of plastic materials should fall within the rationing scheme in order that they should be fairly distributed. The supplies are part of the general supply of clothing against the ration. The manufacturers concerned have to surrender the coupons received to the Board of Trade and therefore make no coupon profit.
