asked the Secretary of State for Foreign Affairs why a Polish scientist, seeking to return to Poland, is not allowed to take with him the essential apparatus for his work, in view of the fact that the equipment and books are surplus in this country.

None of this equipment is the private property of the scientist in question. The Faculties on whose inventories the equipment is held are still operating, and its removal to Poland now would therefore involve replacement at the expense of His Majesty's Government.
