Hughesasked the Secretary of State for Foreign Affairs if he will open new negotiations with the Government of the U.S.S.R. for the purpose of ascertaining whether agreement can be reached for co-operation in a 20-year plan for the economic reconstruction of the world, which will aim at raising the standard of life of peoples of all countries and so remove the economic causes of war.
