§ Mr. StracheyThis subject has been considered more than once, and I have every sympathy with the purpose of the hon. and gallant Member's Question. At present, however, as my right hon. Friend the President of the Board of Trade stated in his reply of 25th February to the hon. Member for Sutton Coldfield (Sir J. Mellor) it is not possible to make this concession owing to the shortage of supplies.
