§ 69. Mr. K. Lindsayasked the Minister of Education whether she is aware that under grant regulations issued by her Department, visits to works and places of historic interest, nature rambles and concerts are being forbidden by local education authorities, unless permission has been obtained, stating the purpose of each visit, the follow-up of the visit and the date, and that this document must carry the signature of the headmaster, chairman of governors, the Director of Education, and the H.M.I.; and whether she will amend these regulations.
§ Mr. HardmanThe regulations provide that the instruction during the period required for school attendance must be on the school premises
except in so far as the inspector consents to arrangements which permit such instruction to be given elsewhere.The inspector naturally has to satisfy himself that this instruction outside the school is of educational value, and the 364W arrangements for it are satisfactory. The regulations do not prescribe a detailed procedure, and, if the hon. Member cares to let me have particulars of instances he has in mind, I will see whether it is possible for the procedure to be simplified.
