asked the Secretary of State for War what theatres are counted as overseas service for soldiers recruited from different parts of the British Empire.

For British Service personnel, the general rules are:

For those normally domiciled and enlisted in the United Kingdom (including Channel Islands and Isle of Man) or Eire all service outside the United Kingdom counts as overseas service.

For those who are normally domiciled outside the United Kingdom or Eire and were enlisted outside the United Kingdom or came to the United Kingdom for enlistment, all service outside the area of domicile counts as overseas service, provided that the individual claims repatriation to the country of domicile or to some other country outside the United Kingdom.
