Commander Nobleasked the President of the Board of Trade whether he is aware of the difficulties experienced by newcomers to the retail trade of toilet preparations, many of whom are ex-Servicemen and women; and when he hopes to be able to relax the restrictions which prevent the sale of their own preparations in the home market.
§ Mr. BelcherI am aware that in the present state of the market many retailers would like to manufacture and sell their own toilet preparations, but I am not prepared to relax the present restrictions while the sales of established manufacturers are limited in the interests of the export trade. We do our best, however, to apply the restrictions sympathetically in deserving cases.
