asked the Minister of Health whether he will now announce the terms of reference and membership of the committee who will consider the question of reimbursement of members of local authorities for loss of time and travelling expenses.

Yes, Sir. My right hon. Friend, the Secretary of State for Scotland and I have appointed this committee with the following terms of referenceTo consider and report on the question whether it is desirable to extend the powers of local authorities, joint hoards and kindred authorities to pay, as a charge to local rates and without Exchequer assistance, travelling allowances, subsistence allowances and allowances for loss of remunerative time to their members in respect of attendance at meetings of the authorities or travelling on their business: and to make recommendations indicating by which classes of authority and under what conditions any such allowances should be payable.

The members of the committee are:
