§ Mr. BellengerThe object of the census taken earlier in the year was to get an approximate estimate of the scope of the problem before a detailed scheme was worked out. The numbers involved, but not the names, were furnished. No further census is being taken but it is now necessary to obtain individual applications, with all the relevant particulars, from those who fulfil the conditions laid down and who still desire to apply having regard to possible changes in their circumstances.
