§ Mr. BarnesThe importance of utilising any available cargo space in troopships for imports into this country is appreciated, and substantial amounts of cargo are lifted. Loading of cargo cannot, however, be allowed to affect adversely the carriage of troops. Each case must be considered on its merits and instances must occur in which cargo space has to remain unoccupied.
