Soper, Limited, which are being considered by the D.D. of Army contracts, in view of the long delay which has already taken place in this matter.
§ Mr. BellengerMy Department has no claims from the D.C. Engineering Company, Limited, awaiting settlement. Most of the claims on behalf of W. H. Soper, Limited, have yet to be submitted on lines discussed with parties representing the firm and my Department cannot make any progress towards settlement until this has been done.
