Mr. Willisasked the Parliamentary Secretary to the Admiralty if he is aware that only 20 per cent. of the artificer apprentices recommended for promotion to cadet (E) by M.T.Es. and local boards have been accepted this year; what were the reasons for this small number; and whether he will take steps to increase the numbers promoted in the future.
Mr. DugdaleYes, Sir. The reason for the small number accepted this year was that the remaining candidates were not considered at the time to possess sufficiently outstanding qualities. An artificer apprentice, however, who fails to be selected for a cadetship may still attain commissioned rank at a later age, either through the "Upper Yardmen" scheme of promotion or through warrant rank. The percentage for this year is lower than it has been for some time, and my noble Friend will pay close attention to this feature when the next selections are made.
