§ Mr. SilkinI have received the confidential preliminary memorandum from the Hobhouse Committee, and I expect to receive their final report early in the New Year. I am not yet able to give a definite date for publication of this final report, but my hon. Friend can rest assured that I intend to publish it as soon as possible.
