§ Mr. Callaghanasked the Parliamentary Secretary to the Admiralty for what reasons the privilege of flying the Union flag forward on the jack staff has been refused to British merchant ships; and if, in view of the strong wishes of many Merchant Navy men, he will reconsider the matter.
