asked the Assistant Postmaster-General whether, in view of the increase in the number of telephone subscribers, he will consider abolishing the whole or at least part of the present surcharge.

Against the expansion of revenue from additional subscribers has to be set the additional charges arising from the substantial programme of capital expenditure now being undertaken, in combination with increased costs of operation generally. In the circumstances I regret I cannot adopt the hon. Member's suggestion.
