§ 75. Major Beamishasked the Secretary of State for Foreign Affairs whether he will tabulate the conditions on which His Majesty's Government recognised the Polish Provisional Government and say in each instance which condition has been complied with and which condition has been violated.
Mr. McNeilThe following conditions arise out of the Yalta Agreement:
In addition, His Majesty's Government received assurances from President Beirut during the discussions in Moscow regarding the formation of the new Polish Provisional Government that His Majesty's Embassy in Warsaw would enjoy adequate facilities to communicate by mail, telegraph, radio and courier with the Foreign Office and with other Missions in Europe; that the Ambassador and his staff would receive facilities to travel in, to and from Poland; that permission would be granted to establish Consular Offices; that all facilities should be granted for sending British aircraft, and, if necessary, surface transport to transmit diplomatic bags and personnel; that British journalists should be allowed to reside and travel in Poland, to report freely without undue censorship restrictions, and to enjoy all appropriate facilities for the transmission of their reports; that no measures should be taken to prevent free contacts between British officials and Poles, and 83W that His Majesty's Embassy should not be subjected to hampering attentions by the Polish police. Although, as the House is aware, there have been complaints, these' assurances have in the main been implemented.
- 1. The formation of a Polish Provisional Government by representative democratic Poles from Poland and abroad. This was the basis on which the Polish Provisional Government of National Unity was in fact formed.
- 2. The holding of free and unfettered elections as specified in the Crimea Agreement. The Polish elections are to take place on 19th January. His Majesty's Government have made clear to the Polish Provisional" Government the conditions which they regard as essential of fulfilment if that Government's obligations are to be implemented.
