HC Deb 02 December 1946 vol 431 c18W
Mr. Wyatt

asked the Secretary of State for Foreign Affairs whether any diplomatic representative has yet been appointed to the Republic of Viet Nam.

Mr. Mayhew

No, Sir The negotiations provided for under the preliminary agreement signed at Hanoi on 6th March between the French and Viet Nam representatives were terminated in September last, in France, by amodus vivendi, which leaves the question of the diplomatic relations of the Viet Nam with foreign states, and the future constitutional status of Indo-China still unsettled. It is understood that these matters will be the subject of further negotiations early in the New Year. In these circumstances, His Majesty's Consul-General at Saigon continues to be responsible for British Consular representation throughout Indo-China, with a consul, resident at Hanoi, under his superintendence.
