asked the Minister of Transport whether, in view of the fact that the parking of motor cars by the side of any highway in town or country is prohibited unless there is a specific indication to the contrary, he will specify the exact nature of the prohibition in question, together with information as to what, in fact, constitutes parking; and whether, as thousands of motor cars are daily and nightly parked at the side of the highways, he will either modify the prohibition or arrange for the mass pro vision of signs indicating where parking is allowed and for how long.

There is no prohibition expressly referring to parking. What my hon. Friend no doubt has in mind is that no person may obstruct a highway. Whether an obstruction is caused, depends on the facts of each particular case. The leaving of an unattended car on a highway for an unreasonable time would certainly come within the prohibition. The Minister of Transport in London and local authorities in the provinces are empowered to provide parking places on highways and where such places are provided suitable signs are erected.
