asked the Secretary of State for Scotland if he is aware that the Herring Industry Board have no power to make grants and loans to ex-Service and other fishermen who wish to buy Admiralty motor fishing vessels or other secondhand craft; and if he will introduce legislation at an early date to give the Board this power.

Mr. Westwood:

The Herring Industry Act, 1944, provides power for the Ministers to make grants and for the Herring Industry Board to make loans for the provision of boats. The Herring Industry Board cannot however exercise those powers until they are incorporated in a scheme made under the Herring Industry Act, 1935. A scheme amending the Herring Industry Scheme, 1935, to include these powers has been laid before Parliament, and as soon as each House resolves that the scheme be approved as required by Section 2 (5) of the Herring Industry Act, 1935, the Ministers will appoint a date from which the amended scheme shall have effect.
