asked the Minister of Education whether the provisions of Section 9 (a), (b), (c), of the Burnham Report, relating to allowances for posts of special responsibility are in all respects being implemented by the Cardiff Education Authority; and if not, what reasons have been given by the authority for not doing so.

Miss Wilkinson:

The Cardiff Local Education Authority have submitted a partial scheme of allowances to assistant teachers under Section 9 (a) of the Primary and Secondary Schools Report of the Burnham Committee which I am about to approve. I have no reason to suppose that their further proposals when received will not be such as to satisfy the requirements of this Section, the implementing of which is mandatory upon all the authorities. The Report does not require a local education authority to inform the Ministry of their arrangements to implement Section 9 (b) and Section 9 (c) of the Report.
