§ Mr. Ellis SmithWe are already considering a proposal on similar lines made by my right hon. Friend the Secretary of State for War. The proposal has our sympathy, but the present shortage of supplies will, I fear, make it difficult to give any concession on the lines suggested in the immediate future.
