Officers and men of the Merchant Navy, on the other hand, have throughout the war period been employed on industrial rates of pay negotiated by the 745W National Maritime Board. In view of this fact, the Government would not be justified in granting to members of the Merchant Navy the gratuities which are payable to the Services or to full-time Civil Defence workers.
