§ Mr. WilmotI understand that it is preferable to employ surface transport for the large consignments of supplies which are needed in Europe, because it is more 709W economical both as regards costs and manpower. Where small stores, such as medical supplies, are urgently required, air transport has been, and can continue to be, provided under existing arrangements, and there is no need to keep, the A.T.A. in being for this purpose.
