§ Sir S. CrippsAdministrative arrangements have been made to speed up the procedure for dealing with applications to "de-concentrate." There is only a small number of important industries in which, for the present, owing to special circumstances such as acute shortage of raw material, or the danger of unduly uneconomic operation, re-opening cannot be permitted except after fuller scrutiny of proposals and on a selective basis.
