§ Mr. Ellis SmithNo, Sir. A proportion of the utility cloth is set aside for manufacturers who are not members of nucleus groups, and non-utility cloth is not distributed under any allocation scheme. The present system will be reviewed as soon as an improvement in supplies will permit.
