asked the Secretary of State whether, in considering the terms of the postwar Army he has yet reached a decision upon pay, length of engagements and granting of Regular commissions; and whether he will publish these decisions without waiting for the full announcement which he hopes to make, in order to remove the present uncertainty which has a harmful effect on the Army.

The final decision on pay and conditions of service has not yet been reached, but I hope that an announcement will be possible on these points in the near future at least so far as other ranks are concerned. A procedure for the grant of Regular commissions has been in force for some time.
