Mr. P. Freeman

asked the Minister of War Transport whether he has formulated any policy as to the future of the Merchant Navy; and whether he will make a statement on the whole matter.

Mr. Barnes

So far as conditions of employment in the Merchant Navy are concerned, responsibility rests with the National Maritime Board, which is fully representative of the shipowners, officers and men. I may add that conditions of employment at sea are being considered at the Maritime Preparatory Technical Conference under the auspices of the International Labour Organisation now in session at Copenhagen, at which H.M. Government and British interests are represented.
