asked the President of the Board of Trade if he will allow manual workers employed by local authorities to purchase rubber boots where the local authority have a surplus of this scarce commodity.

Arrangements already exist to give local authorities the first opportunity of buying surplus boots for loan to their employees where their work makes it desirable. I could not agree to give local authority employees priority over the other civilians in buying these boots.
