Friend is very sensible of the importance of this matter and of the desirability, from every point of view, of facilitating the provision658W of assistance in the rehabilitation of the liberated countries. He is therefore making every effort to assist the Associations concerned, whose needs are well known to our Department, by securing the release of suitable men and women provided that these are not engaged on vital war work.
