asked the Secretary of State for the Home Department when a taxi-cab is shared, for instance from a London railway terminus, whether the driver is entitled to insist on separate contributions to the fare from each of the passengers, or if the method of paying the fare is a matter for the passengers' discretion.

The total amount legally payable for a taxi-cab hiring in London, whether or not the cab is shared, is that recorded on the taximeter. Whether, when the cab is shared, the fare is divided up, and if so how, is within the passengers' discretion, and a driver has no right to insist on a separate contribution from each passenger.
