§ Mr. Manningham-BullerThe Ministry are prepared to grant facilities for any experiments in the two-stage method of building permanent houses which appear to be of sufficient technical merit, and promise to provide a substantial number of houses at a reasonable cost. As at present advised, however, the adoption of the two-stage method will involve considerable additional cost and has no advantages over the Duplex system.
