§ Colonel LlewellinThe present scheme is designed to provide for certain classes of consumers, such as mothers and young children, supplies of milk sufficient for their needs and to distribute the remaining milk as equitably as possible among non-priority consumers. I consider that the scheme achieves these results as well as can be expected under existing conditions of transport and man-power, and I do not propose to make any major changes for the present.
