§ Mr. ButlerThe proposals embodied in Circular 18 were prepared on the advice of the Committee, of which the membership is set out in the Circular. No Vice-Chancellors of Universities were members of the Committee. The McNair Committee had finished its deliberations before the proposals in Circular 18 were prepared.
