§ Sir L. Lyleasked the Minister of Labour whether, in connection with the proposal contained in Section 121 of the Report of the Departmental Committee on Higher Appointments, he proposes to lay down that any applicant for a post under the machinery of the official scheme will be barred from making written application for jobs to other potential employers; or whether he will be only invited not to do so.
