§ Mr. Noel-BakerI have not seen the resolution to which my hon. Friend refers. The Road Traffic Act, 1930, lays on highway authorities the duty of providing, on all roads under their control, proper and sufficient footpaths for the safety or accommodation of foot passengers, wherever they deem it necessary or desirable, and my Department called attention to this provision in their Memorandum on the Lay-out and Construction of Roads which was issued to all highway authorities in October, 1943.
