There are several other categories on behalf of whom a similar claim could be put forward, and a change of the nature suggested would reduce the value of the 193945 Star as an award for service in operations overseas. I am aware that many of these officers and men were in the Territorial Army before the war and that a proportion of them will have qualified for the Territorial Decoration or the Efficiency Medal.
